Not all scholarships are indeed created equal. Some scholarships may come in as only cover for living expenses while some may come in the form of tuition fee covers only. British Chevening Scholarships (UK):
Chevening Scholarships are awarded by the UK government’s worldwide grant program to exceptional researchers with innovative prospects. Grants are typically for a one-year Master’s degree. Most Chevening Scholarships cover educational expenses, a living remittance at a set rate (for one person), an economy class return flight to the UK, and additional awards to cover basic needs.
Swiss Government Excellence Scholarships (Switzerland):

Rotary Foundation Global Study Grants:
The Rotary Foundation provides grant funding through Rotary Foundation Global Grants. The grant covers graduate-level coursework or research for one to four academic years. OFID Scholarship Award:
